Gabriel Loya

Gabriel joined Kaplan Law Firm in May 2024 and now practices as a full-time Associate Attorney from his hometown of El Paso, Texas. He serves clients throughout Texas and supports the firm’s multistate practice.
Gabriel represents workers in a range of employment matters, including wage theft, workplace discrimination, and retaliation. He also represents individuals in civil rights cases involving excessive force, unlawful arrest, and government misconduct. Gabriel handles litigation and strategic pre-litigation negotiations, with a focus on holding employers and institutions accountable for unlawful conduct.
Before entering private practice, Gabriel completed a summer internship with U.S. District Judge Kathleen Cardone in the Western District of Texas. He also worked with the Texas Fair Defense Project, Mano Amiga, the Texas Indigent Defense Commission, and the Equal Justice Center. His past work includes advocating for unaccompanied minors, developing impact litigation against counties for violating the constitutional right to counsel, creating deportation-preparedness resources for immigrant families, and contributing to indigent defense reforms under Operation Lone Star. At the Equal Justice Center, he helped pursue wage theft and collective action cases on behalf of low-wage workers.
Gabriel earned his J.D. from the University of Texas School of Law and his B.A. in Political Science from the University of Texas at El Paso. In law school he served as Managing Editor of the Texas Hispanic Journal of Law & Policy supporting scholarship focused on race, immigration, and economic justice.
Fluent in Spanish, Gabriel is committed to expanding access to legal representation for underserved communities and helping workers navigate difficult workplace challenges and advocating for systemic accountability.
Outside of work, Gabriel enjoys browsing local flea markets for vintage film cameras, collecting stamps, and caring for his aging cat.
